WGU was formally established in the United States in 1997 by the governors of 19 states in the United States. It was first proposed by then-Utah Governor Mike Levitt at the Western Governors Association annual meeting in June 1995. Formally proposed the following November, in June 1996, each signatory governor committed $100,000 to start new competency-based universities. While seed funding is provided by the government, the school will be established as a self-sufficient private non-profit institution. In January 1997, 13 governors were present to sign the articles of incorporation, officially opening the new university.
In August 1999, WGU launched its first degree programs, including an Associate of Arts in General Education, three Associates of Applied Arts degrees with a technology focus, and a Master of Arts in Learning and Technology. In December 2000, Genevieve Kirch became the first graduate of WGU. Kirch holds a Master of Arts, Learning and Technology.
In 2001, the U.S. Department of Education allocated $10 million to establish the Teachers College and set up a major in information technology. In 2003, the university became the first school to be accredited by the Interregional Accreditation Commission in four different regions. In 2006, a fourth college, the College of Health Professions, opened, and the school’s Teachers College became the first NCATE-accredited online teacher preparation program. In 2010, Indiana Governor Mitch Daniels opened the first state branch, WGU Indiana, and the school reached 20,000 students for the first time. In 2011, the Bill & Melinda Gates Foundation provided $4.5 million for the creation of WGU Indiana and WGU Texas and WGU Washington.
