In 1978, Senator William A. Craven of Carlsbad (1921-1999) won $250,000 in state funding for San Diego State University’s North County Satellite Campus in Vista’s Lincoln Junior High School opened, enrolling 148 students. In 1982, the satellite moved to a larger area of an office building on Los Vallecitos Avenue in San Marcos. When the new San Marcos campus seemed set to become a satellite of San Diego State University, CSU President W. Ann Reynolds insisted on establishing an independent university with the goal of creating leadership opportunities for women and minorities. CSSM will also continue to attract more STEM-focused students than SDSU. In September 1985, Senate Bill 1060, introduced by Craven, was passed, appropriating $250,000 for a feasibility study for the construction of a university in North County. By 1988, SDSU North County had registered 1,250 students, and the CSU Board of Trustees purchased CSUSM’s future site, the 304-acre Prohoroff Poultry Farm in San Marcos, for $10.6 million. The hillside site is located approximately 8 miles (13 kilometers) east of the Pacific Ocean and 35 miles (56 kilometers) north of downtown San Diego. CSU trustees also requested $51.8 million in state funding for the first phase of construction.
